A tyrannical regime based off of Myanmar and Belarus has attacked the U.S., the president is called and needs to send in a retired crack team, a few of which are in jail for attacking civilians due to shell shock. These guys are deployed into the region and throughout the movie the team is urged to follow international law, kill of a few members, and keep one or two of the team members that have shell shock from harming civilians. For comic relief there can be a human shield that is carried by the collar, and a magnum is being shot into the neck, through the mouth, and littering bodies all over the place.
